Thomas Goodwin is Senior Counsel at Behar | Gibbs | Savage | Paulson LLP, where he represents clients in a broad range of litigation matters. His practice includes handling depositions, legal research, discovery matters, and general litigation support, with a focus on practical, results‑oriented advocacy.
Prior to joining the firm, Tommy worked as staff trial counsel for a national insurance carrier, where he gained valuable litigation experience serving as a trial counsel on thousands of motor vehicle claims and special investigation units. In that role, he assisted with case strategy, motion practice, and discovery, developing a strong foundation in litigation from the carrier perspective.
Tommy earned his Bachelors Degree in Economics from the San Jose State University, and his Juris Doctor from Santa Clara University School of Law. During law school, he worked for United Nations High Commissioner for Refugees in San Jose, Costa Rica, clerked with Hon. Socrates Manoukian with the Santa Clara County Superior Court, and served as Director of Mentorship for La Raza Student Association. Tommy was an active member International Human Rights Clinic and assisted in the lobbying, implementation and drafting Ordinance No. NS-300.972, for the implementation of CEDAW in Santa Clara County, and resolution designating the City of Mountain View as a Human Rights City under the United Nation’s 1948 Universal Declaration of Human Rights.
